Brown onion in pan and add two cups water, pour over beef, and add other vegetables, which have been diced. Sprinkle with salt and pepper.2Cover, and bake in moderate oven, or simmer. Thicken liquid with the flour for gravy. Bake in the oven for 2 hours at 325 degrees.
